With a block account from another provider, you'll often be able to get the small blocks that is removed or missing, to recreate a fully functional file. The only real option of dealing with this is to get access to Usenet providers that are NOT of the same provider. A lot of people on here use usenet and newsgroups so are familiar with the setup, this just takes it a step further. I have been using this method for years and I can't recommend it enough.
